Club Rules

1.0 Club membership is offered to individuals, families (including spouses, children, siblings, and parents) or groups who satisfy membership requirements and who pay required membership fees. A single stock certificate will be issued for each membership regardless of the number of individuals belonging to that category. The individuals associated with the membership must designate a person to cast a single ballot when the membership is asked for a vote. Group memberships are limited to organizations or small groups of individuals who share joint ownership. Any questions regarding eligibility for membership shall be resolved by the Board of Governors.

2.0 Dues are set annually by the Board of Governors and are billed in the month of January.

3.0 Members using the facilities must show their membership card at the request of an employee or officer. All persons qualifying for membership under Paragraph 1.0 above shall obtain membership cards by application to the Club office.


4.0 Gas, oil and Ships Store items will be sold to the public. Items sold to the public will be on cash terms or by acceptable credit card.


5.0 Repair, maintenance, service work, hauling and launching will be charged at the going rates as determined by the Board of Governors. House guests will be charged the same rates for services as the rates charged to the Host Member. Services will also be offered to non-members at non-member rates as determined by the Board of Governors; however services performed for members have priority over any services for non-members.


6.0 Every membership is eligible for assignment to either a dock space or a mooring. Dock and mooring fees will be charged at the rates established by the Board of Governors. Dock and mooring space is payable in advance, and is billed in March of each season. No membership can have more than one dock or mooring space unless all other members have been accommodated and there is no waiting list. The Board of Governors will set aside a number of dock spaces and moorings for visiting members and guests. Assignment of a dock space or mooring to a membership will be made under the following rules and guidelines:


6.1 Entitlement to a dock space or mooring because of membership is not a right to a specific dock space or mooring. Decisions on assignment will be made by the Board of Governors and based on the most effective use of available space to accommodate the maximum memberships. Implementation of the Board's decisions is the responsibility of the Club Manager. Dock space and mooring assignments will not be based on fee bids by the membership.


6.2 The Board will exercise utmost care and consideration before reassigning a membership to a new dock space. Factors such as length of time the membership has occupied the space, no change of boat or change of a boat with the same dimensions are examples of conditions that will be most favorable for the continued assignment of a specific space to a membership.


6.3 If dock or mooring space is not available, a waiting list will be posted with names added to the list in the order in which space was requested. A vacancy will be offered to the first membership whose boat will fit in the available space. If that membership accepts the space, their name will be removed from the list. If that membership does not accept the space (if, for example, a mooring is available and the membership wishes to wait for a dock space), the membership name remains at the top of the list and the space is offered to the next membership on the list.


6.4 The Club cannot guarantee availability of a dock space to a membership acquiring a boat with greater length or beam than the boat presently assigned a dock space; and cannot guarantee the same space to a membership acquiring a boat of lesser length or beam.


6.5 Dock or mooring space at the Club is not transferable with the sale of a membership share, with the following exception: Memberships that were purchased by holders of real property on Lake Winnipesaukee Islands for the purpose of guaranteed access to their property, may transfer their right to a dock space or a mooring providing that the membership is sold through the Club to the new buyer of the Island Property at the then-existing initiation fee. This provision does not guarantee, however, that the new purchaser of the membership is entitled to the same dock space or mooring previously assigned to the seller.


6.6 Membership share that are inherited under WCYC By-Law---are not transferred through the club and likewise are not considered transfers or sales of membership for purposes of dock space or mooring assignment. The membership will continue to occupy the assigned space providing that the dimensions of the boat assigned to that space remain the same.


6.7 If a dock space or mooring is available for assignment, and two or more of the memberships that presently are assigned a space desire to occupy that new space, the assignment will be given to the membership share with seniority based on date of purchase and share number of the original share, provided that the boat owned by the membership is of suitable dimensions for that space.

 
7.0 Boats belonging to members will be accepted for winter storage and will have priority over acceptance of any boats belonging to nonmembers. Storage charges will be set by the Board of Governors and are due when the boat is stored. Storing is optional and is not a requirement of membership in the Club.

8.0 A member may invite Houseguests to enjoy the facilities of the Club. Members who wish their houseguests to have "signing privileges" (at member rates) must make necessary arrangements at the Club office. Members are responsible for their guests and for all indebtedness incurred by their guests. Guests shall obtain guest cards at the Club Office and must show these cards at the request of any employee or club officer.


9.0 Any person who rents or occupies a members' property may be admitted to the privileges of the Club, including launching and hauling services, for a two week period upon the application of the member and the issuance of a Visitor's card. Such privilege will be extended to the same person only once during a six month period.


10.0 It is the intention of the Board of Governors to offer the use of the Club facilities with as few restrictions as possible. The abuse of guest privileges in order to obtain the use of club facilities by a nonmember may result in suspension of membership privileges as determined by the Board of Governors.


11.0 Before the tenth of each month, the Treasurer shall send notices to each membership of the amount of indebted to the Club. If the amount is not paid by the first day of the following month, billing for the succeeding month will include a finance charge on the previous balance, such charge to be fixed by the Board of Governors.


11.1 If , by the tenth day of the second month the amount remains unpaid, a notice of arrears shall be sent to that membership (Letter #1), and the Treasurer shall post the name of the delinquent membership on the Club bulletin board. If, by the tenth day of the third month the amount remains unpaid, the credit of the membership share will be suspended, the membership shall be deprived of the privileges of membership, and the Treasurer shall send that membership a notice of suspension (Letter #2).


11.2 The Treasurer may take such action as is deemed necessary to collect the delinquent account and the Board of Governors may, at their discretion, terminate the membership of the delinquent.


11.3 In a case where financial hardship is believed to exist, the Treasurer may exercise discretion in the collection proceedings.


11.4 A membership share whose credit has been suspended shall be allowed no purchases of supplies or services, for cash or credit, no guest privileges, no boat removal from storage, no boat launching, and no position on any mooring or dock space rental, or waiting list until the entire amount of his indebtedness is paid, unless this loss of privilege is waived by the Board of Governors.


12.0 The Club shall not be responsible for damage to, or loss of, personal property on the Club property. Members have the responsibility for properly securing their boat when at a dock or mooring.

13.0 Members are responsible for club property, and membership accounts will be charged when members or their guests are involved in loss or damage, even when the damage is accidental. No person may take Club property from the grounds of the Club.

14.0 Members will be notified by mail or telephone at least two weeks in advance if it becomes necessary to move their boats because of a scheduled Club event. The Club will be responsible for properly securing the boats moved by the Club staff and liable for any damage incurred as a result of these moves to accommodate these special events.


15.0 A description of available services and applicable charges will be posted at the Club. Copies will be enclosed with the annual dues billing.


16.0 Use of the trash disposal area on Club premises is limited to the disposal of household trash by members who rent dock or mooring space at the Club. Any other disposal of trash at the Club is prohibited unless prior arrangements have been made with the Club manager.


17.0 Skateboarding is prohibited on the Club premises.


18.0 Quiet time will be observed between 10PM and 8AM to permit our neighbors' and members' enjoyment of their facilities.


19.0 Canoes, dinghies and other watercraft may not be left unattended on the beach. They must be appropriately stored when not in use.


20.0 WCYC Lines-of-credit will not be extended to non-members (Reference paragraph 4.0). Exceptions to this are non-members who store their boats at the Club and creditworthy commercial customers. Any delinquency in the account of a non-member will cause an immediate suspension of credit. Extension of credit to a non-member requires the written approval of the Treasurer, and a credit limit will be set for each account.


21.0 A locked suggestion box will be available at the Club to receive signed comments, suggestions, or criticisms from Club members. All submissions to the box shall be addressed to the Club President, and will be handled in strictest confidence only by the President. The President will be the only person with a key and access to this box. The President will respond only to signed contributions to the box.
